On average in Bengaluru, yes, CBSE schools charge less than ICSE schools. That average is close to useless for an actual decision, because the board is not what sets the fee. Schools set fees, and what drives the number is land cost divided by available seats, staffing ratios, curriculum materials and how the school positions itself in its market. A premium CBSE school on an eastern IT corridor can cost considerably more than a mid-range ICSE school elsewhere in the same city. The short answer, and why it is nearly useless on its own

The pattern holds across Bengaluru: state board schools cheapest, CBSE next, ICSE above that, Cambridge and IB highest. Nobody disputes it.

The problem is the range inside each band is far wider than the gap between the bands. Bengaluru has genuinely low-fee CBSE schools and CBSE schools charging more than most ICSE schools in the city. The distributions overlap so heavily that knowing a school’s board narrows your fee expectation barely at all.

So a parent who concludes “we will go CBSE because it is cheaper” has not saved any money. They have changed the set of schools they will look at, without changing the range of prices inside it.

The useful question is not which board costs less. It is what a specific school charges, what that fee covers, and what a lower fee at a comparable school has been achieved by cutting.

Why no average exists for either board

There is no published figure to appeal to. The Karnataka Department of School Education does not publish aggregate private school fee data. Neither CBSE nor CISCE publishes fee averages by board or by city. No regulator collects and reports the number.

That absence is why every range you find online is somebody’s estimate, usually from a small sample, usually without a stated methodology or a collection date, and frequently copied from another site that did the same.

It also explains why figures for the same school disagree with each other. When we checked one Bengaluru school in September 2026, four different annual figures were in public circulation across the school’s own disclosure page, two listing aggregators and an AI assistant quoting them, with roughly ₹50,000 a year between the highest and lowest.

What actually sets a Bengaluru school fee

Four things, none of which is the board.

Land cost divided by seats. This is the largest single input and it varies enormously across Bengaluru. A four-acre campus in an eastern IT corridor and a four-acre campus on the southern edge of the city carry very different costs against the same number of children. It is why the corridor a school sits in predicts its fee better than the board it follows.

Staffing ratios. A school running sections of 30 needs more teachers per child than one running sections of 40, and pays for them out of the same fee. Karnataka’s fee determination formula ties development cost directly to total staff salary, so staffing decisions feed into the fee by design rather than by accident. Section strength is one of the four numbers worth checking at any school on any board.

Curriculum materials and how much runs inside the timetable. A school that teaches art, music, physical education and library as timetabled periods is paying specialist salaries out of the annual fee. A school that sells those as after-school extras shows a lower headline fee and recovers the difference elsewhere.

Market positioning. Some schools price to fill, some price to signal. A school that has decided to be the premium option in its corridor will charge accordingly, and its board is incidental to that decision.

ICSE schools tend to sit higher on the second and third of these, because a broader subject spread with more separately examined papers needs more subject specialists. That is a real cost consequence of the curriculum. It is not the board charging more.

The supply difference nobody mentions

This is the part of the gap that has nothing to do with education and explains more of it than anything else.

As of a 2022 RTI response obtained by Careers360 from CBSE, there were more than 26,000 CBSE-affiliated schools in India against 2,682 affiliated to CISCE. That is roughly ten to one.

In a given Bengaluru corridor, that ratio shows up as a dozen or more realistic CBSE options and perhaps two or three ICSE ones. Two consequences follow.

The first is competition. A parent choosing between twelve schools has leverage that a parent choosing between two does not, and schools price accordingly.

The second is selection. Where a board has few schools in a city, the ones that exist tend to be older, more established and positioned toward the upper end, because that is who was able to establish and sustain them. The average ICSE fee in Bengaluru is partly a statement about which ICSE schools exist, not about what ICSE costs to deliver.

Neither of these is an argument for or against either board. It is an argument against reading the average as though it described a curriculum.

Who decides fees in Karnataka, and why nobody caps them

Understanding this changes what questions you ask a school.

Karnataka does not operate an approval-based fee system. It uses a fee determination formula under which a school adds 30 to 35 percent of total staff salary, as development cost, to the tuition fee, with district-level committees headed by Deputy Commissioners handling complaints after the fact. They can examine audit reports and impose penalties, but they do not approve a fee before it is charged.

The legal footing is contested. In January 2023 the Karnataka High Court declared Section 48 of the Karnataka Education Act 1983, which prohibited private unaided schools from collecting fees other than as prescribed by the state, to be ultra vires.

The practical consequence is that a school sets its own fee, on either board, and annual increases are normal and uncapped by any published percentage. The Federal reported increases of roughly 5 to 20 percent across Karnataka private schools for the 2026-27 cycle, with schools citing teacher salaries and maintenance costs.

So the question that matters over ten years is not this year’s fee. It is what the increase has been in each of the last three years, stated as a percentage. Ask it of every school on both boards. A school that answers precisely is telling you how it will behave for the rest of your child’s schooling.

You can verify a CBSE school’s fee. For an ICSE school, you will have to ask

This is a practical asymmetry that affects how you should run the comparison, and almost nobody mentions it.

CBSE requires every affiliated school to publish its fee structure on its own website. Clause 2.4.9 of the Affiliation Bye-Laws 2018 requires each affiliated school to maintain a website carrying affiliation status, infrastructure details, teacher details and qualifications, student numbers, contact details and information on the fees charged. The format is prescribed in Appendix IX, and a 2021 circular directed schools to display the disclosure on the home page under a prominent icon labelled Mandatory Public Disclosure. CBSE reissued the requirement in January 2026 with a compliance deadline of 15 February 2026, treating non-compliance as a violation of Clause 12.2.3.

What that page looks like in practice is worth seeing before you read one at a school you are evaluating. Ours are published for Whitefield, Sarjapur Road and Bannerghatta Road.

Compliance is uneven. The same 2022 Careers360 RTI found disclosures available for only around 9,000 of more than 26,000 CBSE schools, with only 40 percent of those complete. But where the page exists, it is an official, self-attested filing rather than a marketing figure.

For an ICSE school, ask the school directly for the current fee schedule in writing, covering the specific grade, the one-time admission fee for a new joiner, and what is billed separately. Any reputable school will provide it. A school that will not put its fee in writing has told you something.

Run the comparison on documents you have in hand from both schools, not on a published figure from one and an aggregator estimate for the other.

What a lower fee usually trades away

A cheaper school is not a worse school, and this section is not an argument for spending more. It is an argument for knowing what you are buying.

When a comparable school in the same corridor charges materially less, the difference has usually come from one of four places:

Section strength. Running 40 to a section instead of 30 is the single largest cost lever available to a school, and it is invisible on a fee sheet. Ask for section strength in your child’s specific grade, not the school average.

What sits inside the timetable. Art, music, physical education, library and coding either have specialist teachers and timetabled periods or they do not. A lower fee with paid after-school extras can cost more across a year than a higher fee that includes them.

Support for children who fall behind. Subject-level intervention inside school hours costs teacher time. Schools that do not provide it are effectively outsourcing the cost to parents in the form of evening tuition, which does not appear in any fee comparison but comes out of the same household budget.

Teacher pay and retention. The least visible and most consequential. High turnover costs a school nothing on paper and costs your child continuity.

Ask about all four before concluding that one school is better value than another. They sit alongside the wider list of things worth establishing before you choose a school.

How to compare two schools across boards, properly

The comparison is only meaningful at the level of specific schools and total cost.

Get each school’s published fee for your child’s specific grade, from the CBSE disclosure page or in writing from the ICSE school. Add a transport quote for your actual address, since transport is priced by route distance and is the largest add-on. Add meals if you will use them. Then put first-year items in a separate column: any one-time admission fee, the full uniform kit and the complete book list, since these fall away in year two.

That total is comparable. A headline annual fee is not.

Then adjust for what the fee buys, using the four trades above. If one school includes art, music and physical education in the timetable and the other charges for them, add the difference before you compare.

Finally, ask both schools for their fee increase over each of the last three years. Over a decade that number will move your total cost more than the gap you are currently agonising over.
